Human Resources

Human resources in the organization are defined by five distinct groups:    Administrative, Service Delivery, Limited Term (extra hire), College Trainee/Sleeper Program, and Auxiliary Associations.

Service Delivery:     

Service delivery personnel are those that assist the District's external customers and are assigned to emergency response and fire safety.  This group is comprised of both paid personnel and volunteers.  The District's paid Fire Chief, Assistant Chief -  EMS Coordinator & paid Firefighters and Paramedics perform the core functions of delivering emergency response, fire/EMS and public safety programs and fire prevention programs and inspections.  The District's volunteers primarily support the delivery of emergency response services.

Limited Term (extra Hire): 

Limited-term (extra hire) personnel assignments are primarily filled by personnel from the volunteer ranks and the College Trainee/Sleeper programs.  Work examples include the Hydrant maintenance program, seasonal firefighter positions, snow removal, and projects of temporary nature.   Extra hire personnel are sometimes utilized as relief in the absence of paid personnel taking vacation or sick leave.

College Trainee/Sleeper Program

The College Trainee/Sleeper Program positions are filled by college students who are currently enrolled in a college Fire Science Major or related educational program.  The College Trainees/Sleepers compliment the Ebbetts Pass Fire District staffing by adding personnel to the District's Paid Staff response apparatus.  The Trainees/Sleepers obtain educational "On The Job Training" and can earn college Work Experience credits.  A scholarship is available for the Trainees that qualify.

Auxiliary Associations 

Auxiliary Associations are comprised of individuals who wish to support the organization by affiliation.  The District has one non-profit Auxiliary Association, The Ebbetts Pass Firefighters' Association.  The Fire Fighters' Association is comprised of both career and volunteer firefighters and the spouses of paid and volunteer firefighters.  The Firefighters' Association  serves as the vehicle to build "esprit de corps" through social interaction, provides financial support to the District through annual fund raising activities, provides incident support during emergencies, and assists in the organization and delivery of District events.

Administrative:  

Administrative personnel deal with global issues and concepts such as policy development, organizational development, leadership, resource allocations, coordination and policy implementation.  Included in this group are the Board of Directors, Fire Chief, Assistant Chief - EMS Coordinator and Executive/Administrative Secretary.  Administrative support is also provided by career personnel on an assignment basis.
